When the 2010 Constitution created the women representative position, one per county, it was designed as an affirmative action measure to boost women's representation in the National Assembly. Twelve years later, the position has evolved into something its designers may not have anticipated: one of the most competitive, expensive, and politically significant races in Kenyan elections.

In 2022, 1,891 candidates contested 47 women representative seats. That is an average of 40 candidates per county, the highest candidate density of any position. By comparison, the governor race averaged 8 candidates per county and Senate averaged 12.

The Overall Picture

Coalition-wise, the 47 women representatives broke down as follows:

  • UDA (Kenya Kwanza): 22 seats
  • ODM (Azimio): 12 seats
  • Jubilee (Azimio): 4 seats
  • Wiper (Azimio): 3 seats
  • Other parties/coalitions: 6 seats

Kenya Kwanza's 22 seats gave them a majority among women representatives, reflecting their strength in Rift Valley and Mt. Kenya. Azimio's combined 19 seats came primarily from Nyanza, Coast, and Ukambani.

The Tightest Races

Seven women representative races in 2022 were decided by fewer than 5,000 votes:

  1. Nakuru: Mary Njoroge (UDA) won by just 1,847 votes out of over 500,000 cast. This was the tightest women rep race in the country.
  2. Bungoma: Catherine Wambilianga (Ford-K) won by 2,103 votes in a county where the presidential and governor races were also close.
  3. Mombasa: Zamzam Mohammed (ODM) won by 2,891 votes. The low turnout (43.76%) made every vote count double.
  4. Kilifi: Gertrude Mbeyu (ODM) won by 3,234 votes despite having 38 opponents.
  5. Trans Nzoia: Janet Nangabo (UDA) won by 3,567 votes, crossing coalition lines in a county that voted for Odinga for president.
  6. Narok: Leah Sopia (ODM) won by 4,123 votes in the Maasai stronghold.
  7. Kajiado: Leah Sankaire (ODM) won by 4,890 votes in another tight Maasai county race.

In total, 15 of 47 women rep races were decided by margins of less than 10%. This makes the women representative position the most competitive elected office in Kenya when measured by average margin of victory.

The Landslides

Not all races were close. In stronghold counties, women representatives won by enormous margins:

  • Siaya: The ODM candidate won with 94.2% of the vote, the widest margin of any women rep race.
  • Homa Bay: ODM won with 92.8%.
  • Bomet: UDA won with 89.1%.
  • Kericho: UDA won with 87.4%.
  • Nandi: UDA won with 85.9%.

The pattern is clear: in ethnically homogeneous counties with strong party loyalty, the women rep race is decided in the party primary, not the general election. In diverse or swing counties, it becomes a genuine multi-party contest.

Campaign Costs and the Financial Barrier

The women representative position was designed to make politics more accessible to women. In practice, it has become one of the most expensive county-level races to contest.

FIDA Kenya's post-election survey of women candidates found that the median campaign expenditure for women representative winners in 2022 was KES 35 million, with spending in large counties like Nairobi, Nakuru, and Kiambu exceeding KES 100 million. Several winning candidates reported spending more on their women rep campaign than some governor candidates spent in smaller counties.

The reason is structural: the women rep constituency is the entire county. In Nairobi, that means campaigning across 17 constituencies and 85 wards. In Kakamega, it means covering 12 constituencies. The geographic scope rivals the governor race, but without the governor's access to county government resources and visibility.

Voter Behavior: Ticket-Splitting on Gender

One of the most interesting findings from the 2022 women rep data is the degree to which voters split their tickets on this position. In 11 of 47 counties, the winning women representative came from a different coalition than the winning governor.

This suggests that voters approach the women rep position with different criteria. The personal brand, community standing, and gender-specific policy positions of the candidate matter more than coalition loyalty. Focus groups conducted by the National Democratic Institute (NDI) after the election found that voters frequently described their women rep choice as the most personal vote they cast.

Age and Background of Winners

The 47 women representatives elected in 2022 had an average age of 43.7 years, slightly younger than the constituency MP average of 48.3. The youngest was 29, the oldest 61.

Professional backgrounds included:

  • Previous political office: 14 (29.8%) had served as MCAs, nominated MPs, or in other political roles
  • NGO/Civil society: 11 (23.4%) came from women's organizations, human rights bodies, or development agencies
  • Business: 9 (19.1%) were entrepreneurs
  • Education: 7 (14.9%) were former teachers or education administrators
  • Law: 4 (8.5%) were advocates
  • Other: 2 (4.3%)

The high percentage from NGO backgrounds reflects the original intent of the position as an affirmative action mechanism. Women who cut their teeth in civil society organizations were disproportionately well-prepared for the county-wide campaigns required.

Looking Ahead to 2027

The women representative position will continue to be fiercely contested in 2027. With 6.3 million new voter registrations underway, the electorate in every county is expanding. Incumbents will face the challenge that has always defined this position: high expectations (every women's issue in the county gets directed at the women rep) combined with limited institutional power (the position has no executive authority and limited committee influence).

The growing cost of these campaigns and the competitiveness of the races raise serious questions about whether the position is achieving its affirmative action purpose or has simply become another platform for Kenya's political elite.
