When Kenya acquired its first Biometric Voter Registration (BVR) kits in 2012, it was a revolution. For the first time, Kenyan voters would be registered using fingerprints and photographs rather than handwritten lists. A decade later, the technology had evolved into a suite of integrated systems that could register, verify, identify, and transmit election data with near-perfect accuracy.

But the journey was not smooth. Each election exposed new challenges, and each technology upgrade addressed some problems while creating others. Understanding this evolution is critical for anyone involved in Kenya's electoral process, whether as a voter, candidate, observer, or technology provider.

The Technology Timeline: 2012 to 2022

The timeline of Kenya's election technology spans four key phases:

Phase 1: BVR Introduction (2012-2013). The IEBC acquired BVR kits for the first time in 2012, deploying them to register voters ahead of the 2013 election. The system captured fingerprints, photographs, and biographic data. It was a massive improvement over manual registration, but the technology was basic. The kits were laptops with attached fingerprint scanners and cameras.

Phase 2: KIEMS First Deployment (2017). For the 2017 election, the IEBC introduced the Kenya Integrated Electoral Management System (KIEMS). This was a purpose-built tablet system with three modules: Electronic Voter Verification (EVV), Electronic Voter Identification (EVI), and the Results Transmission System (RTS). 45,000 KIEMS kits were deployed to polling stations.

The 2017 deployment produced mixed results. According to the IEBC's data, biometric identification in the August 2017 general election achieved 88.6% (13,616,129 voters identified biometrically out of 14,641,973 electronically verified). The remaining 7% were verified using presiding officer override accounts, meaning their fingerprints could not be matched but they were verified by other means.

Phase 3: KIEMS Enhancement (2022). For 2022, the IEBC enhanced KIEMS with two critical additions: facial recognition and IRIS capture. These alternative biometric features addressed the persistent problem of elderly voters and manual labourers whose fingerprints had been worn down or damaged.

The deployment grew from 45,000 to 55,200 KIEMS kits (41,100 existing + 14,100 new). The biometric authentication rate jumped to 99.5% (14,239,862 of 14,326,751 voters). The RTS achieved 100% transmission from all 46,229 polling stations.

Phase 4: Looking Ahead to 2027. The IEBC has recommended migrating from the aging BVR kits (acquired in 2012, now obsolete) to KIEMS tablets for voter registration. This would unify registration and verification on a single platform.

Verification Success Rate: The Improvement

The chart shows the improvement in biometric verification rates across the three elections where electronic verification was deployed:

  • 2013: BVR-based registration, but no electronic verification at polling stations on election day. Verification was manual.
  • 2017 (August): 88.6% biometric identification rate. 1,025,844 voters (7.0%) required presiding officer override.
  • 2017 (October): 97.2% biometric identification rate in the fresh presidential election, with only 211,446 presiding officer overrides.
  • 2022: 99.5% biometric authentication rate. The addition of facial recognition and IRIS capture nearly eliminated the override problem.

The improvement from 88.6% to 99.5% represents a major achievement. In raw numbers, it means approximately 1.5 million fewer voters needed manual verification in 2022 compared to what would have been needed at 2017 rates. Manual verification was the most contentious aspect of the 2017 technology deployment, as it created opportunities for identity fraud.

The KIEMS Technology Stack in 2022

By 2022, Kenya's election technology had evolved into a complex ecosystem of six integrated systems:

  1. BVR (Voter Registration): 7,756 kits deployed since 2012, enrolling 22,120,458 voters. Now obsolete and recommended for replacement.
  2. KIEMS (Voter Verification + Results): 55,200 kits with fingerprint, facial recognition, and IRIS. Three modules: EVV, EVI, RTS.
  3. RTS (Results Transmission): 100% transmission from 46,229 stations. Public portal received 380 million requests.
  4. CRMS (Candidate Registration): Processed 16,105 candidates. Generated ballot proofs and poster proofs.
  5. AMS (Accreditation): Accredited 15,497 stakeholders including media, observers, and voter education providers.
  6. Voter Verification System: 2,053,553 voters verified pre-election via SMS (1,747,843) and web portal (305,710).

The integration between these systems was unprecedented. CRMS data fed into RTS ballot layouts. BVR data migrated to KIEMS tablets. AMS accreditation data linked to polling station access. The entire system was monitored from a Security Operations Center with intrusion detection and firewalls.

But challenges remained. The BVR technology, acquired in 2012, was suffering from obsolescence. Faulty screens, hard drives, cameras, and missing components affected registration quality. The IEBC recommended migrating to KIEMS tablets for registration, eliminating the aging BVR kits entirely.

The network coverage gap also persisted. Despite improvements, 1,111 polling centres still required satellite technology for results transmission. The Daily Nation reported that the Communication Authority needs to ensure 100% minimum 3G coverage countrywide before the 2027 election.
