On the night of 9th August 2022 and the days that followed, millions of Kenyans did something that would have been unthinkable a decade earlier. They went to a website, forms.iebc.or.ke, and watched their election results come in, form by form, from 46,229 polling stations across the country.

The IEBC's Post-Election Evaluation Report reveals that this public portal received an astonishing 380 million requests. To put that in perspective, Kenya has about 55 million people. Each Kenyan, on average, would have needed to reload that page nearly 7 times to generate that traffic. In reality, millions of politically engaged citizens refreshed constantly, tracking each form as it appeared.

But the portal was just the public-facing tip of a massive technology iceberg. Behind it sat the Kenya Integrated Electoral Management System (KIEMS), a suite of technologies that handled everything from voter registration to biometric identification to results transmission.

The Technology Stack: From Registration to Results

The 2022 election relied on six integrated technology systems, each handling a critical phase of the electoral process:

  1. Biometric Voter Registration (BVR): 7,756 kits deployed to register voters since 2012, enrolling the full 22,120,458 voters.
  2. Kenya Integrated Electoral Management System (KIEMS): 55,200 kits deployed for voter verification, identification, and results transmission.
  3. Results Transmission System (RTS): Transmitted all 46,229 presidential results forms at 100% success rate.
  4. Candidate Registration Management System (CRMS): Processed 16,105 candidates (11,414 party + 4,691 independent).
  5. Accreditation Management System (AMS): Accredited 160 media representatives, 111 voter education providers, and 15,226 observer groups.
  6. Voter Verification System: 305,710 voters verified online and 1,747,843 via SMS before election day.

This is a level of technological integration that no previous Kenyan election had achieved. In 2017, the KIEMS was deployed for the first time with 45,000 kits. By 2022, the system had been expanded to 55,200 kits, enhanced with facial recognition and IRIS capture capabilities, and connected to a network that covered 96% of polling centres.

Form Transmission Rates: How Results Flowed In

The Results Transmission System worked by having presiding officers at each polling station use a KIEMS kit to photograph the signed results form (Form 34A) and transmit it electronically to the national tallying centre at Bomas of Kenya. The public portal then made these forms available for anyone to view.

The RTS achieved a 100% transmission rate from all 46,229 polling stations. This was a major improvement from the pre-election simulations. Phase 1 of the simulation, which tested 2,906 kits, achieved only an 87.61% success rate (2,546 transmissions). Phase 2, with 580 kits, achieved 100%. The lessons learned between phases were critical.

The biometric authentication system also performed well. On election day, KIEMS kits authenticated 14,239,862 voters electronically, a rate of 99.5%. During the pre-election verification period, 8,291,128 voters had already been electronically verified. The system's accuracy was a substantial improvement over 2017, when 88.6% of voters were biometrically identified.

The Network Infrastructure: Connecting 46,229 Stations

Transmitting results from 46,229 polling stations requires network infrastructure. The IEBC signed MOUs with all three major mobile network operators. Safaricom covered 96% of polling centres. Airtel covered 75%. Telkom covered 62%.

But 4% of polling centres lacked even Safaricom coverage. For 1,111 polling centres without 3G or 4G connectivity, the IEBC deployed satellite technology for results transmission. The Commission also expanded its Wide Area Network (WAN) infrastructure to connect 30 additional county offices that had not been connected in 2017.

This meant that for the first time, all 47 county offices had WAN connectivity. The combination of mobile network coverage and satellite backup ensured that even the most remote polling station could transmit its results electronically.

The infrastructure investment was significant. The IEBC established an Election Technology Center (ETC) for centralised KIEMS kit storage, maintenance, configuration, and satellite modem deployment. It also set up a Security Operations Center for monitoring ICT infrastructure with intrusion detection and firewalls.

What Went Right and What Needs Improvement

The 2022 ICT performance was Kenya's best yet. The 100% transmission rate, 99.5% authentication rate, and 380 million public portal requests demonstrated that the technology worked under real election conditions.

But the IEBC's evaluation report also flagged challenges:

  • BVR obsolescence: The BVR technology, acquired in 2012, is now over 10 years old. Faulty screens, hard drives, cameras, and missing components affected voter registration quality. The recommendation is to migrate from BVR kits to KIEMS tablets.
  • Elderly voter fingerprints: Wasted and poor-quality fingerprints of elderly voters and manual labourers remain a challenge for biometric authentication. Enhanced IRIS capture was introduced but needs wider deployment.
  • No forensic capability: The growing demand for electronic electoral evidence in petition courts has exposed a gap. The IEBC lacks a cyber-security forensic lab for evidence extraction and preservation.
  • Network gaps: 1,111 stations still needed satellite transmission. The Communication Authority should ensure 100% minimum 3G coverage countrywide.
